If you live in Halls on the Main Campus, you may not bring a car to Egham or Englefield Green at all. Residents living on the main campus cannot get a permit to park on Campus, and it is a condition of your room license that you do not bring a car and leave it in the local streets. With services, teaching facilities and other buildings all available around you, you shouldn't need a car to reach everything you need.
You may bring a car to help you move in on the first week of term and to move out on the last but it must leave the area immediately. The College monitors all vehicle use closely, with the help of the police and local authorities. Sanctions are applied and can be severe if the rules are repeatedly broken.
If you'd like to live in Hall and have your car nearby, permits are granted to those students living in Halls off the Main Campus. Kingswood, Penrose, Highfield and the Victorian Houses are all Halls off campus, and you may apply for a permit and park your car at your Hall of residence.
If you live off-campus in private accommodation, you may park your car at your residence if your tenancy permits it. Campus parking permits will only be granted if you have proof of living further than 1.5 miles away, or if you feel your situation is exceptional (see exceptional circumstances tab for more information).
Those of you who are able to have your car in the area are requested to drive responsibly and must not use them to travel onto campus, or park in adjoining streets. As part of our ongoing efforts to maintain a great relationship with our neighbours, we hope you will help to by leaving your car in a space you are permitted to use. The College monitors all vehicle with the help of the police and local authorities. Sanctions are applied and can be severe if rules are repeatedly broken or if fraudulent applications are made.
We will consider exceptional circumstances where students believe that having a parking permit is necessary for them. Ensure you have evidenced your case fully, and outlined the situation as detailed as possible before applying, to enable us to investigate as quickly as possible. For further help with your application, please do not hesistate to contact the Education Support Office, either at educational-support@rhul.ac.uk| or calling into Founder's West 151.
Before applying, please ensure that you have read these points.
-
As a part of our agreement with the Council, cars are not allowed to be used to move around campus, so exceptions cannot usually be made for mobility issues.
-
If you need to use a car to travel to local destinations (for part time work purposes or otherwise), parking is available at our off campus Halls, and a request may be made to exchange a room with a student off campus, who may want a main campus room. There are usually a number of such students and swaps are readily available.
-
If a student has medical difficulties whereby they are reliant on a car, they will qualify for a national Blue Badge, in which case they will be exempt from our restrictions. Please note, the College requires student Blue Badge holders to register with us so we are aware of the situation and therefore able to monitor the use of disabled parking spaces. Students Blue Badge holders will always be granted appropriate priority on campus.
-
If exceptional circumstances obtain, College will normally prefer to grant a temporary exemption; if the situation is anticipated to be more than temporary, we would expect a student to move as detailed in paragraph 2.
The roads on College land are regarded as public roads for the purposes of the Road Traffics Acts and subsequently all drivers on College grounds must abide by those Acts at all times. Driving on Royal Holloway land while under the influence of alcohol, or other harmful drugs, is not permitted under any circumstance, and all vehicles must be licenced in accordance with National Law. Motorists are legally required to comply with the one-way traffic systems on the College site where necessary and there is a speed limit of 15 mph across the whole site.
Failure to obey regulations as outlined here (including illegal parking on campus), may result in disciplinary procedures; contravention of the Road Traffic Acts will make students liable to prosecution. Illegally parked vehicles will be clamped when caught, and Royal Holloway reserve the right to refuse or withdraw any parking privileges a student has if they continue to not abide by the regulations as set out by the Runnymede Council.
The College accepts no responsibility for any damage, loss, or injury, which may be caused by or to a vehicle while it is on College premises.
